Presidency School of Law (PSOL), Bengaluru, established in 2015 under Presidency University, is a premier institution committed to excellence in legal education, research, advocacy, and social responsibility. Approved by the Bar Council of India, PSOL offers five-year integrated undergraduate programmes (B.A. LL.B. (Hons.) and B.B.A. LL.B. ABOUT THE KARNATAKA INSTITUTE FOR LAW AND PARLIAMENTARY REFORMS (KILPAR)

The Karnataka Institute for Law and Parliamentary Reforms (KILPAR) was established in 2005 under the Department of Law, Justice, and Human Rights, Government of Karnataka, following a State Cabinet decision. To ensure autonomy, it is registered under the Karnataka Societies Registration Act, 1960. The Governing Council, with the Chief Minister as President and the Law Minister as Vice President, oversees its functioning. KILPAR focuses on law and parliamentary reforms through research, drafting legislation, legal awareness, and training. It has published 85 research-based books, conducted over 300 seminars on socially relevant legal topics, and organized model legislative assemblies at zonal and state levels, including exclusive sessions for women. Additionally, it provides training for government advocates and prosecutors. Committed to its objectives, KILPAR continues to expand its initiatives with innovative programs.

BACKGROUND

India is witnessing a significant demographic transition with a rapidly growing elderly population, making the protection of senior citizens' rights an important legal, social, and governance priority. While legislative measures such as the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, constitutional safeguards, and various welfare schemes seek to protect the dignity, health, and well-being of older persons, challenges relating to effective implementation, elder abuse, financial exploitation, healthcare access, social security, digital exclusion, and access to justice continue to persist.

Karnataka is also experiencing a steady increase in its ageing population, necessitating continuous review of legal, policy, and institutional mechanisms to ensure the effective protection and welfare of senior citizens. In this context, there is a growing need for evidence-based dialogue and stakeholder engagement to address emerging challenges and strengthen governance frameworks for the elderly.

The proposed Regional Conference seeks to provide an interdisciplinary platform for academicians, legal professionals, policymakers, researchers, healthcare experts, civil society organisations, government representatives, and students to deliberate upon contemporary issues relating to senior citizens' rights and welfare. The Conference aligns with the objectives of the Karnataka Institute for Law and Parliamentary Reform (KILPAR) in promoting legal research, policy discourse, and law reform. The deliberations and recommendations emerging from the Conference are expected to contribute to informed policymaking and strengthen legal and governance frameworks for senior citizens in Karnataka and India.

Objectives of the Conference

  1. To examine the evolving legal, policy, and institutional framework relating to the protection of senior citizens' rights.
  2. To promote interdisciplinary dialogue on contemporary issues affecting the elderly and ageing populations.
  3. To deliberate upon challenges in the implementation of laws, policies, and welfare schemes for senior citizens.
  4. To encourage research and scholarly engagement on ageing, healthcare, social security, digital inclusion, and access to justice.
  5. To generate evidence-based policy recommendations for strengthening the protection, welfare, and dignity of senior citizens.
  6. To facilitate collaboration among academia, government institutions, legal professionals, healthcare experts, civil society organisations, and other stakeholders working in the field of elder welfare.
  7. To publish selected peer-reviewed papers as Conference Proceedings with ISBN and disseminate key policy recommendations emerging from the Conference.

  • The paper should be between 4,000–6,000 words, including footnotes. • Citation style: Bluebook (21st Edition).
  • Font: Times New Roman, Font Size 12 for the main text, 10 for footnotes, with 1.5 line spacing.
  • Papers should include an abstract, keywords, introduction, main text, conclusion, and references.
  • The full paper should be submitted in MS Word (.doc/.docx) format.
